Panama is one of the most popular jurisdictions for ship registration due to the ease of registration and low registration fees as compared with many other countries. Panama offers registrants a reputable, simple paperwork, low tax offshore jurisdiction, strategic geographical location, and robust regulatory protection. The Panamanian laws and regulations governing the flagging and operation of ships are simple, yet complete.

What is the registration procedure in Panama?
Registration is simple and efficient. First, a provisional registration is applied for and issued for a period of six months. Once the provisional Registration is issued, the vessel’s title documents (Original Apostilled Power of Attorney, Original Apostilled Bill of Sale (BOS), an original, legally binding Letter of Certification from the Owner for a Pleasure Yacht, an original Apostilled Deletion Certificate from Prior Registry, list of radio gear on board) must be submitted by us at the Panama public registry. When this is done, a permanent registration is applied for and issued.

How long is the Panama boat registration valid?
The permanent registration is valid for five years for commercial vessels and two years for private vessels. It is renewable indefinitely for equal terms provided that the vessel is in compliance with the laws and regulations.

Do I need to have my vessel surveyed if registering in Panama?
One of the biggest advantages of registering your vessel in Panama is the fact that NO survey is needed for private yachts up to 20 years old. Most maritime jurisdictions need a recent survey, by one of the main maritime survey institutes and the cost for this can be thousands of dollars, while it takes a lot of time and effort.

Who can register their vessel in Panama?
Any person or entity regardless of nationality is eligible to register a vessel under the Panamese flag. That also means that vessel currently held under a UK LTD. or BVI LTD. can be registered under that LTD. in Panama. If you prefer, you can also register as private person and your nationality is not an issue. Lastly, if you prefer we can setup a Panama company with or without nominee directors to own your vessel. This will protect you against privacy and liability issues.

How much does it cost to register my boat in Panama?
The cost of registering in Panama consists of 3 fees:
  • Government Fees – This fee depends if you are registering as a Panamanian company or resident ($1000) or if you are a foreign company or foreign individual ($1500).
  • Bill of sale registration US $ 470.00
  • Our service fee for handling your registration US $1,250 (total fee for provisional & permanent yacht registration and radio license)
What are the renewal fees after 2 or 4 years?

The paperwork required to register a yacht in Panama are:

For the Provisional registration:

  • A copy of the legalized power of attorney (POA), which appoints someone to represent the yacht owner during the registration procedure.
  • A copy of the bill of sale (BOS), which serves as proof of the yacht's legal ownership transfer.
  • A copy of the legalized Letter of Certification from the Owner for a pleasure yacht, attesting to the yacht's use solely for recreational purposes.
  • Builder’s certificate

For the original registration:

  • Original Apostilled Power of Attorney (POA): This legal document appoints someone to represent the yacht's owner in dealing with the registration procedure.
  • Original Apostilled Bill of Sale (BOS): This document demonstrates the yacht's legal transfer of ownership.
  • An original, legally binding Letter of Certification from the Owner for a Pleasure Yacht: This document attests to the yacht's use solely for recreational and not business purposes.
  • Original Apostilled Deletion of Construction Certificate from Prior Registry: This document demonstrates that the yachthas been removed from its prior registry and is no longer registered abroad.
  • List of radio gear on board: This is a document that describes all the radio gear on board

We can set-up a Panama company for you
If you choose to setup a new Panama company for the ownership of your vessel, we can take care of this for you. All nationalities can setup a company in Panama and you do not need a Panamanian as a member of the board or as a shareholder. If you do not want to be listed as director in the company, we can provide nominee directors for you.

In order to setup a Panama company we only need a color copy of your passport, a utility bill or drivers license and a short description explaining what you will use the company for (like holding company for boat). It only takes up to 3 days to incorporate in Panama and the total cost of government fees and our fee is USD 1250,-.
